The Project for Baharestan
complex emphasizes the historic significance of Baharestan
square and surrounding gardens while addressing its
present deficiencies.
Ideas concerning these deficiencies formed the configuration
of the proposal. In order to activate the square as
the spatial center of the complex and to enable it to
establish proper spatial relationship with neighboring
buildings and spaces, we have altered the proportions
of the square: The square expands north, towards the
Planning and Budget complex.
By eliminating the buildings between the square and
the Planning and Budget complex, direct relationship
between these two is established. This expansion would
amplify the presence of the city council building by
rendering it more visible. Spatially the square expands
towards east and penetrates the parliament site- the
zone comprising two small Qajar buildings. This would
strengthen the spatial connectivity of parliament site
and the square.
It should be noted that the east expansion happens merely
spatially and visually: in terms of a green platform,
which seems as extension of the square so that the territory
of parliament remains the same. By expansion of southern
part of the square and by revitalizing Bagh-e-Nezamieh
(Nezamieh garden) in its previous location, the western
wing of Shahid Motahari School finds proper ambient
space, and its visual-spatial relation to the square
is enhanced.
Also the revival of Bagh-e-Baharestan (Baharestan garden)
as a public garden, while amplifying the historic atmosphere,
adds to functional variety of Baharestan complex, which
mostly contains governmental, clerical, and religious
functions. In order to solve the traffic problem, a
driving loop has been devised around the complex. Relying
on this access, that part of Shahid Mostafa Khomeini
Street that passes Baharestan complex is transformed
into Pedestrian Boulevard with limited ceremonial access.
This would amend the spatial interruption between parliament
complex and the surrounding buildings and brings about
spatial continuity.
