The site is located west of the Mellat Park. The building would house the department of sewage and water supplies and also parts of the ministerial department.
The formal concept of design resembles a dam, in which the ministerial zone is placed. In the northern part, there is a horizontal slab that represents a lake. Two low height cubes in the manner of two big floating objects are located inside the lake. One of them houses the water supplies department while the others houses the sewage department. The reminiscent space of the lake is allocated to general facilities of the two departments; such as: entrance spaces, exhibitions, library and etc.
A glazed pyramid has been predicted in the southern zone, representing forceful effervescence of water behind the dam. The pyramid embraces the main entrance to the compound, the conference center, and restaurant and computers department.
The overall form of the building resembles “Fariman” dam and its resemblance to one of Iranian historic buildings establishes its connection with Iranian culture and architecture. Generally the building has a horizontal quality, which satisfies the clients’ demand for low height.
