The preparation of the first phase of Khoramshahr reconstruction
plan began from April 1990, under the title of Khoramshahr
Master Plan (Strategic Plan), and in accordance with the
target period it was completed in august of the same year.
The high council of architecture and urban planning of
Iran approved the proposal for the first phase of the
project in October 1990.
The proposal addresses the restoration of the city’s
monuments and aims at installing war memorials within
the structure of the city and considers the reconstruction
as an opportunity for improving the deficiencies of the
pre-war period. The predicted population of the city is
40,000 persons in short term period, 10,000 persons in
middle term period, and 220,000 persons in 2001,and 340,000
persons in long term period (until 2011).
